There are a number of systems that allow a set of digitised data to be
surfaced. The one I know most about is CopyCAD. This takes the set of
digitised data and converts this into a manifold triangulation. From this
triangulation, or STL file, you can create a set of NURBS surfaces that are
out put as an
IGES file.
 
The reason I know about this system is because we wrote it ;-). If you want
