Agree on that !
Within our RP System Selector, we use this method.

First, we calculate the build time.
Then, we go for the "hour rate" of the machine, which is calculated in
detail.

Multiplication of the two values results in the build cost.
Startup time and postprocessing, however, is not included, but empirical
factors can be used.

This methods reflects the way our automotive partners (Mercedes-Benz, BMW
and FIAT) bill their parts.
May not be perfect, but it is practical and clear to the user.
