computervision's CADDS 5 package with CAMU (concurrent assembly mock-up) comes close when configured for multi-user access to assemblies. several users can work on an assembly at the same time. refreshing an assembly while working on it updates it to include all the changes. the users can talk to each other using the unix "talk" command. unfortunately, the concurrent modelling feature does not extend down to the individual component (single solid) level.
