Cookies for monitoring data use?

Dear Mike,

    A while ago you were asking about ways to ensure that someone could
not copy or fab from a data file you send out without you knowing it. We
talked about how it would be difficult to control that unless you
somehow embedded a pernicious little virus in the data file that would
snoop around and keep an eye on what was being done with your file.
Well, I've recently been learning about a technique that maybe you, and
a lot of other people on the ML, are already familiar with: cookies,
which are little files that a Web site can automatically place on your
hard drive (unless you block them). This might be a way to partially
accomplish what you were asking for.
