I just had to pipe up on this: I encourage people to go to the
legaslative information site "thomas.loc.gov" and review s. 507

You will see that all the sections and titles referred to in the
letter as problematic have been struck from the bill already by
the Senate.

(You will also see a number of interesting differences between the
claims made in the letter and the actual legislation. I'm not going
to harp on these but they do say something about whomever originally
put this letter/virus together.)
