Liutong,

There are a very few programs that allow one to translate a file back to
an IGES format and then into Pro/E or whatever CAD package. The problem
is that the accuracy would suffer. Remember, STL is only an
approximation of the true CAD surface. This is why no one has done any
work in this field. You are much better off modifying the original CAD
file and regenerating the STL.

If you still want to try, there is a fellow from Singapore on this list
(Joseph Sim, istpl@singnet.com.sg) who uses Imageware to create an IGES
file containing surface data of each triangle. The resulting files are
huge and difficult to work with, but there you have it.
