Geomagic Wrap automatically takes the point cloud into a polygonal mesh
(STL). ($6K)

Geomagic Shape can automatically transform the polygonal mesh (STL) into
NURBS surfaces (IGES), while allowing the user to retain full control of the
final output. ($15K)

Geomagic Studio, the complete solution from point cloud to NURBS, retails
for $20K.

There is nothing automated per se but Surfacer (imageware), Geomagic Wrap
and Paraform are three good software each with different skill level
requirement and quirks. They all cost 15-25K each
