Most tool suppliers should have small cutters in their sales program, so I think
it would pay off to do some local shopping first.

If this does not work out:
Our local supplier is Clarkson:  www.clarkson.nl
In their series of carbide cutters they have a line of 'miniature tools'
including diameters from 0.2 to 2.0 mm in steps of 0.1 mm

An alternative is Fischer in Germany, specialised in jewellers tools,
www.fischer-pforzheim.com
They sell many small tools as well, and have HSS tools which will be
considerably cheaper.
