In the "CAD" environment on PCs, you should try:
PLT2DXF
A converter HPGL - DXF for both DOS and Windows

You could buy (but why) a similar program:
HPGL2CAD
from GuthCad

When running Unix, Markus is correct:
hp2xx
http://www.gnu.org/software/hp2xx/hp2xx.html

Finally, I do not agree with Victor's response
that most printers can understand or emulate HPGL.
