  Dear James,

  A cheap solution is to us the free trial version of our DeskProto
  software, aimed at Rapid Prototyping using an (affordable) CNC
  milling machine. Download from www.deskproto.com

  Use the command "Load geometry" to read your binary STL,
  and the command "Save geometry as" to export again. In the
  save-as dialog you can specify the filetype that you need.

  Bonus are the nice viewing options, and perhaps you can use
  the toolpaths calculations as wel ...
