[rp-ml] vulcan software / format question

Greetings everyone.

I'm hoping someone can help a colleague of mine. He's received some Vulcan
.oot files and would like to be able to translate them into a format which he
can use to machine a 3d surface. The software is apparently used for civil
engineering.

I never heard of the software or format and haven't found any better clues
yet. Any suggestions would be appreciated.
