Texturizing Software

We are looking for software to allow the creation of a 3D texture on a
master pattern for creating fishing lures. The software will be used to
create the texture on a 10 inch tapered conical surface. Desired pattern will
vary from sharkskins to fish scales.
 
Any suggestions.
