Typically it is more cost effective to use a CNC machine on large terrain forms instead of using additive manufacturing.  There are very few undercuts on terrain although bridges and highways can create issues depending on the scale. 
Use of a CNC mill can be complicated if you also have to put in large numbers of buildings.  
The scale, level of detail, color, and cost targets should drive the manufacturing methods rather than the manufacturing method driving the product specs.
