You asked: Is cloning considered reverse engineering? or direct

I would say it's neither!
It would only be reverse engineering if you re-constructed the DNA
from the basic nucleic acids or fragments of DNA.
If you start with a cell or existing strand of DNA, then it's just a
case of self replication with a little help from the culture medium
and a jolt or two to get it going.
That's Life! I also don't think that living tissue should be
patentable either.
Is normal reproduction considered direct engineering?
